Title company won't close assignments in my state — workaround?

I'm in a state where ~80% of title companies refuse to close on an assigned contract. The 20% that will charge a premium and have a 2-week backlog.

What's the play? Force a double-close every time? Use an attorney closing? Build a JV relationship with a local investor who has a title rep willing to play ball?
